This is Trac and it is mostly bug-tracker + project management software, but it is not limited to that. It can include CI, Wiki, Blog and other functionalities. The reason to use trac is the desire to self-host and also thinking that mailing list workflow could be too hard for newcomers to contribute and a bit harder to maintain.

Anyone can create new tickets and edit wiki pages anonymously. Of course you can also send pathes, all code is free software either gpl or public domain (cc0). If you are interested I can provide the git hosting + trac + maybe buildbot for your free software projects.

This trac uses my customizations over flat trac theme: [[trac-wkz-theme]].

Also this place can contain information that can be interesting for collective editing, for short just wiki pages. For example articles, manuals and so on. Difference between wiki page and article in the blog is that editing by 3rd party is welcome, so if you want change something please go ahead.
